The seller currently can't cancel an active trade. If they cancel the trade they sent on Steam, they'll be asked to re-send the item until the trade automatically expires.
For the buyer, it's no longer possible to cancel an active withdrawal due to changes made by Steam. You'll need to wait for the seller to send you the item in the 12 hours they're given.
