The seller currently can't cancel an active trade. If they cancel the trade they sent on Steam, they'll be asked to re-send the item until the trade automatically expires.
The buyer can cancel most withdrawals if the seller hasn't sent a trade within the first 30 minutes. If it is available for a trade, you'll see a "Cancel Purchase" button in your sidebar. This requires tracking, and you'll receive a full refund if it's successful.
